However, i'm sure the big clubs would find a way to circumnavigate any rule. They might start pressing for swap deals between themselves rather than paying high fees detrimental to themselves. Hidden clauses, extended loans with rental fees, makewights with no chance of playing...
It may also re-invigorate the murky world of the back-hander as clubs desperately try to hide the real amount they paid for a player.

I like it, a very luminous idea. I agree with Evans' suggestion that the Big Boys would probably scheme and plot themselves out of the problem but I still feel that Bright is onto something here... Perhaps the champions shouls start the first ten games of the following league season playing in skins? The threat of slapping ball on back would surely be a great equalizer.
